I have made some progress with this report, but I hope it will not be necessary to finish it for at least 6 months or better still a year. The last report I wrote for the Board of Education in 1901 described a condition of affairs that was changed immediately afterwards, and the report was out of date before it w was printed. The now impending educational changes are still more far-reaching, and the system when developed may have some interest for educationists outside the Colony. But I do not feel that I can now write a report which will be worth publishing.
